I recommend checking the built-in Help and the available user guides that can be located in the installation directory of the West Point Bridge Designer. Right click the icon and then go to Properties. Click again on the Open file location to reveal the installation directory.
You'll find PDF, CHM, or HLP files that you can open. Additionally, install one of the PDF readers available on the following list.
The link was pointing to the website where the software isn't developed anymore. The new software is called Bridge Designer and it's available for downloading from the SourceForge website where it's hosted.
